Thanks to cost-effective, simple tools like long-lasting insecticidal nets (LLINs) and increased political and public support, the world is in a position to eliminate the needless deaths caused by malaria. There are, of course, significant challenges to achieving this goal — including the timely delivery of mosquito nets to African communities.

That's where NetGuarantee LLC, a subsidiary of Malaria No More Fund, comes in: by partnering with private sector financial institutions, NetGuarantee provides African countries with earlier access to malaria-fighting commodities using one of two mechanisms:

Guarantee Mechanism

NetGuarantee offers payment guarantees to net manufacturers before countries actually receive grant funding from international donors. That means the manufacturers can begin the production process early without any risk of not being paid if the grant is reduced, delayed, or cancelled. This way, when the funding is disbursed to the country, the nets are already produced and ready to go, months earlier than otherwise possible.

Advanced Funding Mechanism

NetGuarantee and its financial partners provide advanced funds to countries that are expecting large grants from international donors but that need some money up front to get things moving. While the grant disbursement process is being finalized, countries can get a head start on obtaining, shipping, and delivering crucial health commodities to at-risk populations.

 

Timelines may vary by country

NetGuarantee completed its first transaction with a global commercial insurer and in partnership with Malaria Consortium and the Mozambique Ministry of Health in 2011. 250,000 nets were produced before grant disbursement and were distributed in the most malaria-endemic region of Mozambique in December 2011, just in time for the peak transmission season.

The launch of the NetGuarantee program is made possible by a broad range of implementing partners, including the Global Fund to fight AIDS, Tuberculosis and Malaria, the Mozambique Ministry of Health, Malaria Consortium, the International Procurement Agency (IPA), Brad Herbert Associates, and Montrose Africa, along with collateral-backing from Goldman Sachs Gives and the Betsy and Jesse Fink Foundation and support from the Bill & Melinda Gates Foundation and ExxonMobil.
